Help Any companies sell phones in EU you DON'T have to register 3 weeks ahead to use in the US?

Anyone know any manufacturers who don't have this spectacularly f-ed up policy that Samsung has had for a couple years, which is that all Samsungs purchased in Germany are deactivited for use outside the EU, and the only way to get them activated is to email Samsung your IMEI, receipt of purchase, and dates of travel, and then after three weeks they'll get back to you and let you know *if* they've decided (which isn't assured) to send you a code to unlock it for out-of-EU use - and only for the dates you requested?

This info all comes from a chat with Samsung Germany support and the email they sent me with instructions for the procedure. No idea if it applies elsewhere in EU.
