ELEPHONE P7000 – new flagship model. Will it work with AT&T or T-mob in US?

Hello. This is my first post here.

I’m planning to upgrade my current phone and I’m looking at the Chinese market due to the attractive prices. The P7000 model has everything I need as specs: http://www.devicespecifications.com/en/model/f9d43199

My slow progress into the freq-spec world of the mobile carriers in US led me to a dead end street – I’m lost totally.

My current plan is with T-mobile “No contract” contract and I suffer already due to the lack of full compatibility between my current phone ( iNew V3 – UMTS -850 and 2100 Mhz ) and Tmob 3G freqs. Therefore, I’m considering transferring to AT&T if this will suit me best.

My goal is to have at least decent 3G in comparison with what I have now.

The phone freqs are as follows:

GSM: 850, 900, 1800, 1900 MHz

W-CDMA 850, 900, 1900, 2100 MHz

LTE 800, 1800, 2100, 2600 MHz

I looked in the internet, but I’m not sure how accurate the info is: http://en.wikipedia.org/wiki/AT&T_Mobility#GSM_facilities

In case I go for AT&T, which one of the freqs will be used for 3G? 850 and 1900?

Any 4 LTE compatibility at all?

If the location matters, I’ll mostly use it in Norfolk, VA.
