So, I paid for an icon pack, then I deleted it. It's not in my owned apps category on the
play store. Do I have to pay again?

Not unless you requested a refund within the allotted time for paid apps.
If you only deleted it from your device, but paid for it, you should still be able to redownload it at no cost to you
Go to the app again in the play store, and it should say its installed.

Would say "Purchased" if it was bought and then deleted but not refunded.
