Anyone know what app this is?

That's not an app, that's the 'finishing update' screen for Android 12. Each Android version (ever since they got rid of dessert names) has its own icon. If you were to pull the notification bar down, under that icon it will have a filling progress bar saying 'finishing update process' and eventually you'll get a pop-up saying 'your device has been updated [OK]'

The device has just gotten Android 12. Android 11, the previous version, would have had a stylized 'R' for its icon for the same reason. Android 10 had a 'Q'. These are remnants of the dessert naming scheme, with Q being for Quince Tart, R being Red Velvet, and of course, in your case, S being Snow Cone.
