Help PDF layers, how to edit?

I have several PDF files that contain site drawings, each with multiple layers. One of the layers is a text layer that needs to be adjusted to increase font size. Although you can select the text and layers individually you cannot edit the text.

How can this be done? Is it possible without illistrator?

Inkscape is the free equivalent to illustrator
