Verizon vs BestBuy

Looking at buying a new phone and if I go through Verizon I can buy outright or make monthly payments. If I go through BestBuy I have those two options plus a subsidized price of $200. Verizon states I can't get a subsidized price since I am on a new plan. I was able to add the phone to my Best Buy cart. Why does is BestBuy letting me get by with a 2 year contract subsidy but Verizon will not allow if I buy from them?
