The usual reasons people can't uninstall things are that they are system apps (so need root to uninstall, though you can usually disable instead, which is effectively the same) or they don't know what it actually is.
I've never seen anything like that before. Usually when you tap uninstall, should be a dialogue box with something like "This app will be uninstalled.", with UNINSTALL or CANCEL buttons.
If you got that when you tapped the icon it suggests it isn't an app but a shortcut to something (an image or video, possibly a download link for one in which case you may have an adware problem). If you got that when you did something else, please tell us what?
