How can I force Android into "Optimizing Apps x/xx" process?

I need Android to run this process on start up for a particular reason. How can I force it to do so?

Erase the ART/dalvik cache.

However, you'll need a custom recovery to do this. With a stock setup a factory reset would do it, but that isn't going to help you I assume.

Usually the stock recovery has an option to wipe the cache partition. To get into recovery mode try this:
-power off the device
-hold the volume down and power button at the same time until you get to the bootloader screen
-tap volume down until recovery is highlighted
-press the power button to select recovery

Once you see the little opened up Android:
-hold the volume up key and then tap the power button.

This should bring up the recovery menu. Once you see that use the volume buttons to navigate to wipe cache partition and use the power button to select the option.

After it's done, choose the option to restart the device.

But that's the cache partition, not the dalvik or ART cache. It won't force rebuilding of the apps (which is what the OP seems to want).
