Root how to get adbwinapi.dll missing fixed when unlocking bootloader

hello, im kind of new to the android world and i'm trying to unlock my new androids bootloader using htc dev's guide. unfortunately im running into some issues trying to get adbwinapi.dll fixed, i am unsure if i transfer the fastboot file to the android and execute it because all the instructions say is unzip it before executing and its made for windows, any help is greatly apprecciated
