I think someones spying on my cell

This sounds more like an issue with either your phone's hardware (a possibility) or software (more of a probability).
If something like spyware was actually installed on your phone, you would not being seeing any indication of it even existing unless you took the time to monitor the processes running in the background. It simply is not like in the movies, spyware actually is by design meant to function essentially invisibly. A well-designed hack will blend itself into normal functionality and not expose itself, that's where the 'spy' part comes into play.
That said, try restarting your phone if you haven't done so recently. If those flashing problems continue at least you know it wasn't some one-off glitch.
If your phone is still having problems after a restart, try restarting it into its Safe Mode:

When running in Safe Mode it's running the Android operating system without any third-party apps loading up the background. If you don't have those flashing problems while in Safe Mode that's an indicator some app you installed is causing the problem. If you continue having a that problem, please give more details like how long has this been occurring and how frequently.
