Notifications on android watch

Is there a watch face app can do something like this? If I want to develop one, what should I do? Any sample code I can use?

i have a LG Urbane watch which uses android wear and i have 2 samsung galaxy watches as well that uses samsung's tizen os. both i have not come across a watch face like that.
