Pics uploaded to Google Photos not synched to web

After I updated Google Photos today, seems that camera images that I share are not available on the web, however they are there when I go to Photos on my phone. I don't get any notification in my status bar that the photo is being uploaded. There is however a little circular arrow icon on the bottom right of pictures that are not on the web, I'm guessing this means that they're not synched/ uploaded. I cannot find an option to synch/ upload individual photos. I do not have auto-synching enabled nor the Photos backup feature enabled, I only want to upload photos that I choose. What's going on here?
