Help Wallpaper motion toggle no longer available.

I recently purchased my s7 and it's had a few minor glitches, but nothing I couldn't fix. However, this has absolutely stumped me. The toggle switch for "wallpaper motion effect" disappeared today, I can no longer use it setting up a wallpaper or from long pressing the background on my home screen. Starting in safe mode, I was able to turn it back on, so I deleted every single app the phone didn't come with then formatted the cache. After restarting my phone, the problem persists and the toggle switch is still not available for this feature. I would really appreciate help as I loved this effect on the edge, thank you.
