Which Photo Editor is best safest?

There should be a photo manager app already on your phone, usually it's the Gallery app or the Google Photos app. Either one has basic photo editing functionality built in so you can do things like crop, scale, lighten/darken, etc. your photos. Typically the basic things most people need. If you do need an app with a more expansive feature set and more options, than yes, you'll need to install one from the Play Store.PicsArt is a very popular choice, but as already suggested there are plenty of other viable options to choose from.

I will recommend that you install the Google Photos app however. Whether you want to use it as your default photo manager or not, or if its spartan photo editing functions meet your needs or not, it does include an automatic backup and sync function that you should be using. It's really important to have a good backup solution set up, and an automatic one is better for most people than manually-implemented ones, so don't put this off as one of those things you'll get around to doing '...some day', do this now. If your phone gets stolen or lost, or the operating system gets corrupted, or there's a hardware failure, or whatever, if your photos are only stored on your phone you're risking losing them forever.

Google Photos will backup your entire photo library up into your online Google account. At that point, you can always access your photos on your phone or on any computer by logging into your Google account:

So go into the Settings menu and set up the Google Photos app to your liking, there's also an option to link Google Photos to your Google Drive, allowing you the option to either access your photos through the Google Photos interface or directly as files through Google Drive (app or browser interface).

I know this is diverting away from your original query but you should get a system of backing up your photos set up first. Then look into a photo editor.
